The Center for Civil Lib- erties held a joint side event Victim-Centred Justice: Ukraine‘s Experience in New York as part of the meeting of the Assembly of States of the International Criminal Court. The meeting focused on the detention of civilians in Russia and the occupied territories, improper deten- tion conditions, filtration, and torture. They also discussed the need for an international investigation and the need to develop legal mechanisms to return civilians to Ukraine from the Russian Federation. 18
